As a usenet newsgroup, soc.bi is replicated all over the world (if you're
not too sure what usenet is, see what is a
newsgroup?). Most large internet companies have their own news server
which will store it on their local network. By far the best way to access
soc.bi is from this local server if you have it, firstly because the network
access will be far faster, and secondly because newsreading programs (and
the most popular web browsers) have many features to help you read news,
such as recording which articles you have and haven't read. If you have
a local news server, you should be able to
read soc.bi here.
If that link doesn't work, you could try contacting your internet service
provider to ask them how you need to configure your browser to get it
to work.
Alternatively, and as something of a last resort, you can also read
